Hydraulic oil level? Or any reason for air to get in the hydraulic system. Or a fair bit of water--does hydraulic oil not look milky. For both the lift and tire movement to be jerky you have an overall system issue--low oil, bad oil, some strange blockage, air sucking in, etc. The two systems have separate pumps using the same oil reservoir.
